David Perry
Before co-founding Stratagem Advisors, David Perry spent 19 years as a senior Claim Executive and leader at a large Commercial Property & Casualty insurer and 12 years as a litigator at a Washington, DC law firm. David uses his unique and extensive experience as a former insurance executive and practicing lawyer to counsel and assist professional liability, D&O and other commercial liability insurers, policyholders, insurance brokers and agents, and plaintiff, defense and coverage lawyers.
David has expertise in coverage interpretation, analysis of “bad faith/good faith” issues and resolution of high-stakes claims. He also has expertise in improving workflow processes, creating team-driven best practices, and developing proactive quality assurance programs. He has redefined established performance goals, adeptly handled vendor management, and created clear metrics to drive improvement and measure execution. Throughout his career, David has consistently served as a mentor to high-potential employees, a speaker at significant leadership classes, and an advocate for employee resource groups creating a more diverse and inclusive culture.
As an insurance executive, David led a group of 500+ claim professionals, lawyers, and staff responsible for resolving annually more than 35,000 liability claims generated by a $3 billion book of diversified professional liability, D&O and other Specialty Lines business. David has actively engaged in hundreds of mediations and dozens of trials. He has personally been involved in the oversight, evaluation, and successful resolution of thousands of complex, high-stake cases implicating billions of dollars of paid loss and legal expenses. As a senior insurance executive, he worked as an active member of C-Suite level committees that created and deployed a comprehensive leadership curriculum, new performance evaluation, and talent development processes. David’s insurance claim and legal teams were known for delivering world-class customer service, as measured by industry-leading Net Promoter Scores.
Prior to working for an insurer, David’s legal career included a nationwide trial and appellate practice and the representation of a diverse mix of clients as plaintiffs and defendants in a wide variety of substantive areas of the law, including securities class actions, coverage litigation and counseling, professional liability defense, intellectual property disputes, commercial real estate litigation and breach of contract claims.
David completed a Senior Executive Leadership Program at Columbia University Business School. He graduated with honors from The University of Pennsylvania Law School. He received his Bachelor of Arts degree, cum laude, from Allegheny College. David is a student of life, enjoying traveling, cooking, golfing, indoor cycling, and music. He lives in Washington, DC, with his wife, Lona.
